Cynthia Lee (Pepper) Carter, 57, of Frankfort, died December 9, 2022. She was born July 7, 1965 in Schenectady, NY to Francis & Mary Pepper. Her marriages were to Gregory Williams and later, to Randall Carter.
Cindi had lived in Frankfort since 2003. She had worked as a cashier for Speedway. She was of the Christian Faith. Cindi loved cleaning, relaxing, watching tv, gardening, flowers, tomatoes and just enjoyed being outdoors with nature.
Visitation and Services
No services are planned. In lieu of flowers, donations encouraged to Goodwin Funeral Home to assist the family with final expenses. Clinton County Crematory and Goodwin Funeral Home, 200 S. Main St., Frankfort are assisting the family.

Children: Adrian Moss of Frankfort, Randy Williams of Ohio, Gregory Williams of Ohio, Rebecca Williams and Christine Williams of the USA, Siblings: Francis Pepper and Beverly Carter, and 13 Grandchildren.
Preceded by:
her parents, brothers, Joseph, Donny, and Dale Pepper, and an infant daughter.
